When to Use Scaffolding Rather than a Ladder

HSE guidance and the Work at Height Regulations 2005 indicate that ladders are only suitable for short-duration tasks where the risk is low. For work lasting more than 30 minutes at the same height, work requiring both hands, or tasks where materials and tools need to be positioned at height, scaffolding or a mobile access tower is the safer and more productive solution.
